RESOLUTION N0. 2007-076
<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
<br />TEXAS, APPOINTING MEMBERS TO THE BOARD OF DIRECTORS
<br />OF THE ARK-TEX COUNCIL OF GOVERNMENTS; MAKING
<br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
<br />AND PROVIDING FOR AN EFFECTIVE DATE.
<br />WHEREAS, on September 8,1969, the City Council of the City of Paris did heretofore,
<br />by Resolution No.1330, join the Ark-Tex Council of Governments; and,
<br />WHEREAS, in accordance with the Bylaws oftheArk-Tex Council of Governments, its
<br />Board of Directors shall be composed of members elected or appointed by its membership; and,
<br />WHEREAS, the City Council is entitled to appoint three of its members to serve on the
<br />Board of Directors of the Ark-Tex Council of Governments, as provided in said Bylaws; and,
<br />WHEREAS, the terms of office of Mary Ann Fisher, and Jesse James Freelen, as
<br />members of the Board of Directors of the Ark-Tex Council of Governments, expired on May 31,
<br />2007; and,
<br />WHEREAS, there exists another vacancy in the City's representation on the Board of
<br />Directors of the Ark-Tex Council of Governments due to Richard Manning no longer being a
<br />member of the City Council, and it is necessary to appoint his successor; and,
<br />WHEREAS, the Mayor of the City of Paris does hereby recommend the reappointment
<br />of Mary Ann Fisher and Jesse James Freelen and the appointment of Will Biard for terms of one (1)
<br />year, beginning June 1, 2007, and ending May 31, 2008, or for as long as they are members of the
<br />City Council, or until their successors are duly appointed; and,
<br />WHEREAS, the Mayor also recommends that the Board of Directors of the Ark-Tex
<br />Council of Governments appoint Jesse James Freelen to serve as a member of the Executive
<br />Committee of the Ark-Tex Council of Governments;
<br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
<br />CITY OF PARIS, TEXAS.
<br />Section 1. That the findings set out in the preamble to this resolution are hereby in all
<br />things approved.
<br />Section 2. That the City Council has received and reviewed the recommendations ofthe
<br />Mayor for the Ark-Tex Council of Governments and hereby approves and appoints the following
<br />persons to serve on the Ark-Tex Council of Governments.
<br />Section 3. That Mary Ann Fisher and Jesse James Freelen be, and they are hereby,
<br />reappointed, and that Will Board be, and he is appointed to serve as members of the Board of
<br />Directors of the Ark-Tex Council of Governments for terms of one (1) year, beginning June 1, 2007,
<br />and ending May 31, 2008, or for as long as they are members of the City Council, or until their
<br />successors are duly appointed; and,
<br />Section 4. That Jesse James Freelen be, and he is hereby, recommended to the Board
<br />of Directors of the Ark-Tex Council of Governments for appointment to the Executive Committee
<br />of the Ark-Tex Council of Governments.
