Lamar County - Paris Economic Development Plan

Recommendation: Paris must make every effort to maintain the existing scheduled air service
and to increase market demand for flights to Paris. One means to do this would be to expand the
educational outreach program at the Paris Junior College.

The Task: Within one year, the community will devise an ongoing plan to create more air
traffic at Cox Field.

Seaport:

There is no seaport in Paris.

Motor Carriers:

Due to the large agricultural industry in the county, the area is served by several freight haulers.

Recommendation: There is no specific action the community needs to take regarding this issue
relative to economic development.

Utilities:

For many industries, "utilities" are an integral part of the production process. Communities
which have an abundant supply of inexpensive energy and large volumes of water have a
competitive advantage.

Utilities RESEARCHER Community
Electric power 2.0 3.0
Sanitary sewer 3.5 3.9
Potable water 4.0 3.7
Natural Gas 4.0 3.8
Telecommunications 4.0 3.6

Electric Power:

Paris has sufficient electric power capacity to service heavy industry users. Businesses which
use extremely large amounts of electricity in their process (electric fired steel mill) often seek a
lower cost state such as Texas, and the cost in Paris is not competitive with surrounding states.
More generation is needed to offset demand, and by cheaper means. Recently TXU discontinued
the construction of several new coal fired plants in north Texas. Nuclear powered plants would
now be a good alternative.

Recommendation: PEDC needs to articulate and lobby this issue relative to economic
development with area electrical generation companies.

Paris Economic Development Corporation

Page 26
