Lamar County - Paris Economic Development Plan

The exception to this is when the university becomes a partner with the community or region to
improve the local economy. One of the specific missions of the institution is to "utilize the
resources and talent of the university community to enhance the regional economy." This is
accomplished by joining with the community's economic development program to provide
academic resources to the local business community.

There is no four year university in Paris. However, Texas A & M University does have an
outreach program to assist businesses.

Recommendation: Take advantage of any programs offered by Texas A & M University which
will assist in expanding the local economy. Approach Texas A & M University with the idea of
creating a counseling team which can assist in creating a "Start-Up" program for Lamar and
other rural counties.

Community College

The Paris Junior College serves as the only institution of higher learning in the area. As a result,
it is a very important asset. It also serves the dual purpose of being the vocational school for the
area. The Jewelry Training Program is an interesting component of the school. It actually serves
a Primary Industry function as it imports money to the area and increases air traffic at the airport.

The leadership of the College is extremely interested in participating in economic development
programs. This is good, as they will have to be very proactive in order for the community to be
successful in improving the local economy. The College is going to have to step into the shoes
of a four year university, providing as much as possible, academic resources and facilities to the
primary employers in the area.

Recommendations:

. The Junior College should be prepared to offer customized, fast track training for
businesses which are qualified by the Paris Economic Development Corporation.

. The Junior College should attempt to create more programs like the Jewelry Training
Program. Such programs add intellectual expertise to the community, increase air traffic,
and give the community notoriety.

. The Junior College should place itself in a position of direct assistance to the occupants
of the Start-Up incubator, enabling them to access instructors, facilities, and student
assistants.

. The Junior College should direct future curriculum programs toward "new technology"
disciplines.

. The Junior College should provide direct assistance to the occupants of the Start-Up
incubator, enabling them to access instructors, facilities, and student assistants.

Paris Economic Development Corporation

Page 29
