Section 2. That the City Council hereby declares the Main Street District as a blighted area due to the predominance of buildings or other improvements that are dilapidated, deteriorated, or obsolete due to age or other reasons and finds that these conditions cause a danger to life or property; specifically, one of the conditions that contributes to the qualification of the District as a blight are the severely deteriorated sidewalks which constitute trip hazards to the public and which do not have adequate handicapped accessibility. Said Main Street District is set out as follows (also shown in the map attached hereto as Exhibit A): BEGINNING at the intersection of Bonham Street and 12th Street S.W./N.W.; Thence traveling in a southerly direction along 12th Street S.W. to the intersection of W. Sherman Street and 12th Street S.W.; Thence traveling in an easterly direction along W. Sherman Street to the intersection of W. Sherman Street and 3rd Street S.E.; Thence traveling in a northerly direction along 3rd Street S.E. to the intersection of E. Austin Street and 3rd Street S.E.; Thence traveling in an easterly direction along E. Austin Street to the intersection of E. Austin Street and 6th Street S.E.; Thence traveling in a northerly direction along 6th Street S.E./N.E. to the intersection of E. Houston Street and 6th Street N.E.; Thence traveling in a westerly direction along E. Houston Street to the intersection of E. Houston Street and 2nd Street N.E.; Thence traveling in a northerly direction along 2nd Street N.E. to the intersection of E. Price Street and 2nd Street N.E.; Thence traveling in a westerly direction along E. Price Street to the intersection of E. Price Street and 1st Street N.E.; Thence traveling in a northerly direction along 1st Street N.E. to the intersection of Pine Bluff Avenue and 1st Street N.E.; Thence traveling in a westerly direction along Pine Bluff Avenue to the intersection of Pine Bluff Avenue/Graham Street and N.
