Lamar County — Paris Economic Development Plan <br />Sanitary Sewer: <br />The ability to serve industrial sites with sanitary sewer is important. The first consideration is <br />the removal of the human waste of the workers at the facility. Paris has the treatment capacity to <br />meet this need if the sanitary lines are taken to the site. <br />The second issue, however, is the capacity of the treatment plant to process industrial waste, <br />principally water used in the process. Some companies, especially food processors, use large <br />amounts of water, the volume of which exceeds the capacity of the local treatment plant. <br />Recommendation: The County should cause sanitary sewer lines to be extended to future <br />industrial sites. Future industrial sites will be determined after a discussion by community <br />leaders on the best means to provide industrial property in the future. The planning for waste- <br />water treatment capacity will be essential for industry recruitment and expansion. It may be <br />necessary to plan a pre -waste water plant in our improved Paris Industrial Park. <br />Potable Water: <br />Paris has a sufficient supply and treatment capacity to service the population and the general <br />needs of industry. However, due to the "rationing system" in Texas, there is an issue of the <br />availability of large quantities of water for industrial purposes. This places the area in a <br />competitive disadvantage for several high value food processors. <br />Recommendations: When improving the Paris Industrial Park, which will be discussed later, the <br />community should make every attempt to secure as great an allocation of water as possible via <br />area lakes. <br />Natural Gas: <br />Paris has a sufficient supply of natural gas, which might be needed by industrial users. <br />Recommendation: Aside from causing gas lines to be extended to new industrial areas, there is <br />no specific action the community needs to take regarding this issue relative to economic <br />development. <br />Telecommunications: <br />There are two issues regarding telecommunications. The first is the availability of broadband <br />internet connection. This is available in the area and meets the needs of most businesses. <br />The volume or capacity of broadband usage is likely limited, meaning there is likely insufficient <br />access to accommodate a bulk user such as internet service provider, call center, or a corporate <br />headquarters. <br />Paris Economic Development Corporation Page 27 <br />
