<br />SPECIAL BUDGET WORKSHOP MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />September 5, 2007 <br /> <br />The City Council ofthe City of Paris met for a special budget workshop meeting at 3:30 <br />P. M. Wednesday, September 5, 2007, at the City Council Chamber, Conference Room, 107 E. <br />Kaufinan, Paris, Texas. <br /> <br />Present: <br /> <br />Mayor: <br /> <br />Jesse James Freelen <br /> <br />Council Members: Will Biard; Mary Ann Fisher; Stephen <br />Brown; Don Wilson; Kevin Gray; and Bill <br />Strathem, Mayor Pro Tern <br /> <br />City Staff: Kevin Carruth, City Manager; Kent <br />McIlyar, City Attorney; and Janice Ellis, <br />City Clerk <br /> <br />I. Mayor Freelen called the meeting to order at 3:3 7 p.m. <br /> <br />Ernie Clark gave the invocation. <br /> <br />2. Pledge of Allegiance. <br /> <br />Council Member Strathern led the pledge. <br /> <br />3. Budget workshop - Discuss City Manager's 2007-2008 Budget. <br /> <br />Prior to reviewing the Police Department budget, Mayor F reelen addressed the two pay plans <br />for employees. He inquired of the number of employees on the Z scale and the effective date. Gene <br />Anderson stated any employee hired or promoted after October I, 2004, was placed on the Z scale. <br />Mayor Freelen asked Gene to provide Council with a list of employees on the Z scale. <br /> <br />Mayor Freelen moved to the Police Department budget. Council discussed the number of <br />patrol cars and distribution to C.I.D. In addition, they discussed staffing and a new software for <br />tracking specific types of calls. <br /> <br />Mayor Freelen moved to the Fire Department budget and asked for an explanation in the <br />decrease of over-time. Chief Grooms stated the decrease was the result ofless sick time taken by <br />firemen. <br /> <br />Mayor Freelen moved to the Community Development budget. Council discussed cost <br />effectiveness of purchasing as opposed to leasing equipment for mowing and clean-up oflots. In <br />addition, Kevin Carruth discussed with Council "Track-It", a software program that would allow <br />citizens to report complaints and check the status of complaints on-line. Lisa Wright stated the <br />software would cost $35,000.00 a year for five years. <br />
