Public hearing on the City's proposal to increase tax revenues from the preceding tax year and to set the tax rate for 2007. Mayor Freelen opened the public hearing and asked for anyone who wished to speak to please come forward. With no one speaking, Mayor Freelen closed the public hearing. 7. RESOLUTION NO. 2007-104: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A SPECIAL MEETING FOR SEPTEMBER 17,2007 AT WHICH THE CITY COUNCIL WILL VOTE ON THE TAX RATE FOR FISCAL YEAR 2007-2008; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. A Motion to increase the tax rate was made by Council Member Biard and seconded by Council Member Fisher. Council Member Strathem stated they were to schedule a meeting to vote on the tax rate. An Amended Motion to schedule a special meeting to vote on the tax rate was made by Council Member Biard and seconded by Council Member Fisher. Motion carried, 7 ayes - o nays. 8. RESOLUTION NO. 2007-105: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, DECLARING THE MAIN STREET DISTRICT AS A BLIGHTED AREA; DECLARING THE NEED FOR IMPROVEMENTS TO THE SIDEWALKS IN CERTAIN PORTIONS OF THE MAIN STREET DISTRICT IN ORDER TO ADDRESS ONE OF THE CONDITIONS WHICH QUALIFIES THE AREA AS A BLIGHT; MAKING OTHER FINDINGS AND PROVISIONS RELATE TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. A Motion to approve this item was made by Council Member Wilson and seconded by Council Member Fisher. Motion carried, 7 ayes - 0 nays. 9. Adjournment. There being no further business, Council Member Fisher made a Motion to adjourn and Council Member Biard seconded the Motion. Motion carried, 7 ayes - 0 nays.
