<br />SPECIAL BUDGET WORKSHOP MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />September 10, 2007 <br /> <br />The City Council of the City 0 fParis met for a special budget workshop meeting at 3:3 0 <br />P. M. Monday, September 10,2007, at the City Council Chamber, Conference Room, 107 E. <br />Kaufman, Paris, Texas. <br /> <br />Present: <br /> <br />Mayor: <br /> <br />Jesse James Freelen <br /> <br />Council Members: Will Biard; Mary Ann Fisher; Stephen <br />Brown; Don Wilson; and Bill Strathern, <br />Mayor Pro Tern <br /> <br />City Staff: Kevin Carruth, City Manager; Kent <br />McIlyar, City Attorney; and Janice Ellis, <br />City Clerk <br /> <br />Absent: <br /> <br />Council Member: Kevin Gray <br /> <br />1. Mayor Freelen called the meeting to order at 3:38 p.m. <br /> <br />Ernie Clark gave the invocation. <br /> <br />2. Pledge of Allegiance. <br /> <br />Council Member Brown led the pledge. <br /> <br />3. Budget workshop - Discuss Proposed 2007-2008 Budget. <br /> <br />Council Member Strathern said he did not want to increase the tax rate, because revenue was <br />up from last year and the City had sufficient reserves. Council Member Wilson expressed concern <br />over the increase in the budget from 2004, as well as the cost ofleasing equipment. <br /> <br />Mayor Freelen moved to the Sanitation budget. Council Member Biard wanted to know if <br />there was a contract with Waste Management for the landfill. Shawn Napier stated there was a <br />contract and that it expires at the end of the month. Shawn further stated that negotiations were <br />ongoing and that the City was proposing to keep the same fees as in the current contract. <br /> <br />Mayor Freelen moved to the Street budget. Council Member Wilson questioned whether or <br />not the City should continue to do seal coating. He suggested staff contact a company that <br />specializes in seal coating and do cost comparisons. <br /> <br />Next, Mayor Freelen moved to the Traffic and Public Lighting budget. Council discussed <br />the production of signs and costs incurred in production. <br />
