<br />DRAFT <br /> <br />RESOLUTION <br /> <br />f:attorney\reswork\current\Community Dev Grant Res - Paris Step 2007 <br />September 12, 2007 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS, AUTHORIZING THE SUBMISSION OF AN <br />APPLICATION TO THE TEXAS COMMUNITY DEVELOPMENT <br />BLOCK GRANT PROGRAM THROUGH THE OFFICE OF RURAL <br />COMMUNITY AFFAIRS FOR A GRANT UP TO $350,000 FOR <br />WATER AND SEWER LINE REPLACEMENT; AND <br />AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S <br />EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE <br />IN ALL MATTERS PERTAINING TO THE CITY'S <br />P ARTICIP A TION IN THE COMMUNITY DEVELOPMENT <br />PROGRAM. <br /> <br />WHEREAS, the City Council of the City of Paris desires to continue to develop a <br />viable community, with decent housing, safe streets and a reliable water and sewer system, <br />principally for all of its citizens; and <br /> <br />WHEREAS, there are several areas in the City of Paris with old water and sewer <br />lines that need to be replaced to protect the public health and safety; and <br /> <br />WHEREAS, it is necessary and in the best interest of the City of Paris and its <br />citizens to apply for funding under the 2007 Texas Community Development Program <br />(TCDP) Small Towns Environment Program (STEP) Fund for water and sewer line <br />replacement; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF PARIS, TEXAS: <br /> <br />Section 1. That the findings set out in the preamble to this resolution are hereby in <br />all things approved. <br /> <br />Section 2. That an application to the Texas Community Development Block Grant <br />Program for a STEP grant to replace certain water and sewer lines in the City is hereby <br />authorized to be filed on behalf of the City with the Office of Rural Community Affairs. <br /> <br />Section 3. That the City's application be placed in competition for funding under <br />the Community Development Fund. <br /> <br />Section 4. That the application be for an amount not to exceed $350,000 of grant <br />funds to carry out water system improvements including water and sewer line replacement <br />in areas serving low to moderate income citizens. <br />
