RESOLUTION 2007-117 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, AUTHORIZING THE SUBMISSION OF AN APPLICATION <br />TO THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT <br />PROGRAM THROUGH THE OFFICE OF RURAL COMMUNITY <br />AFFAIRS FOR A GRANT UP TO $350,000 FOR WATER AND SEWER <br />LINE REPLACEMENT; AND AUTHORIZING THE CITY MANAGER <br />TO ACT AS THE CITY'S EXECUTIVE OFFICERAND AUTHORIZED <br />REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE <br />CITY'S PARTICIPATION IN THE COMMUNITY DEVELOPMENT <br />PROGRAM; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the City Council of the City of Paris desires to continue to develop a <br />viable community, with decent housing, safe streets and a reliable water and sewer system, <br />principally for all of its citizens; and <br />WHEREAS, there are several areas in the City of Paris with old water and sewer lines <br />that need to be replaced to protect the public health and safety; and <br />WHEREAS, it is necessary and in the best interest of the City of Paris and its citizens <br />to apply for funding under the 2007 Texas Community Development Program (TCDP) Small <br />Towns Environment Program (STEP) Fund for water and sewer line replacement; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this resolution are hereby in all <br />things approved. <br />Section 2. That an application to the Texas Community Development Block Grant <br />Program for a STEP grant to replace certain water and sewer lines in the City is hereby <br />authorized to be filed on behalf of the City with the Office of Rural Community Affairs. <br />Section 3. That the City's application be placed in competition for funding under the <br />Community Development Fund. <br />Section 4. That the application be for an amount not to exceed $350,000 of grant funds <br />to carry out water system improvements including water and sewer line replacement in areas <br />serving low to moderate income citizens. <br />Section 5. That the City Council directs and designates the City Manager as the City's <br />Chief Executive Officer and Authorized Representative to act in all matters in connection with <br />this application and the City's participation in the Texas Community Development Block Grant <br />Program. <br />
