RESOLUTION 2007-117 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM THROUGH THE OFFICE OF RURAL COMMUNITY AFFAIRS FOR A GRANT UP TO $350,000 FOR WATER AND SEWER LINE REPLACEMENT; AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICERAND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE COMMUNITY DEVELOPMENT PROGRAM; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris desires to continue to develop a viable community, with decent housing, safe streets and a reliable water and sewer system, principally for all of its citizens; and WHEREAS, there are several areas in the City of Paris with old water and sewer lines that need to be replaced to protect the public health and safety; and WHEREAS, it is necessary and in the best interest of the City of Paris and its citizens to apply for funding under the 2007 Texas Community Development Program (TCDP) Small Towns Environment Program (STEP) Fund for water and sewer line replacement; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That an application to the Texas Community Development Block Grant Program for a STEP grant to replace certain water and sewer lines in the City is hereby authorized to be filed on behalf of the City with the Office of Rural Community Affairs. Section 3. That the City's application be placed in competition for funding under the Community Development Fund. Section 4. That the application be for an amount not to exceed $350,000 of grant funds to carry out water system improvements including water and sewer line replacement in areas serving low to moderate income citizens. Section 5. That the City Council directs and designates the City Manager as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the Texas Community Development Block Grant Program.
