<br />SPECIAL BUDGET WORKSHOP MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />September 17, 2007 <br /> <br />The City Council of the City of Paris met for a special budget workshop meeting at 3:30 <br />P. M. Monday, September 17,2007, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. <br /> <br />Present: <br /> <br />Mayor: <br /> <br />Jesse James Freelen <br /> <br />Council Members: Will Biard; Mary Ann Fisher; Stephen <br />Brown; Don Wilson; Kevin Gray; and Bill <br />Strathern, Mayor Pro Tern <br /> <br />City Staff: Kevin Carruth, City Manager; Kent <br />McIlyar, City Attorney; and Janice Ellis, <br />City Clerk <br /> <br />1. Mayor Freelen called the meeting to order at 3:35 p.m. <br /> <br />2. Pledge of Allegiance and invocation. <br /> <br />Gene Anderson gave the invocation and Council Member Biard led the pledge. <br /> <br />3. Budget workshop - Discuss Proposed 2007-2008 Budget. <br /> <br />Mayor Freelen asked Kevin Carruth to explain the changes to the proposed budget. Kevin <br />outlined the changes as set out in Exhibit "A" attached hereto. Gene Anderson confirmed that the <br />remaining surplus was $334,396.00. <br /> <br />As previously discussed, it was a consensus of Council to leave the car allowances in the <br />budget and not implement them until a policy was in place. It was also a consensus of Council to <br />place on hold the combined pay plan and job reclassifications awaiting justification from Kevin <br />Carruth. <br /> <br />Kevin Carruth told Council the proposed increase of water and sewer lines would require a <br />public hearing and that it would need to be published. He said the other alternative would be to <br />adopt the budget without the increases and come back in October to take care of those items. <br /> <br />4. Adjournment. <br /> <br />There being no further business, Council Member Brown made a Motion to adjourn and <br />
