<br />SPECIAL MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />September 17,2007 <br /> <br />The City Council ofthe City of Paris met for a special budget workshop meeting at 6:00 <br />P. M. Monday, September 17,2007, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br /> <br />Present: <br /> <br />Mayor: <br /> <br />Jesse James Freelen <br /> <br />Council Members: Will Biard; Mary Ann Fisher; Stephen <br />Brown; Don Wilson; Kevin Gray; and Bill <br />Strathern, Mayor Pro Tern <br /> <br />City Staff: Kevin Carruth, City Manager; Kent <br />McIlyar, City Attorney; and Janice Ellis, <br />City Clerk <br /> <br />1. Mayor Freelen called the meeting to order at 6:05 p.m. <br /> <br />2. Pledge of Allegiance and invocation. <br /> <br />Mayor Freelen moved to item 3, because the pledge and invocation were given at the 3:30 <br />meeting. <br /> <br />3. Consideration of and action on proposed amendments to the proposed budget. <br /> <br />Mayor Freelen stated the budget Council was proposing was less than the budget proposed <br />by Ernie Clark, Interim City Manager. He said the amount was $20,925,034.00. Gene Anderson <br />told Council the Water and Sewer Fund line items for water lines and sewer lines were increased by <br />$133,898.00, and that funding for those increased was obtained by reducing line items. Gene <br />Anderson said anytime you increase a line item, you have to have a public hearing. In the general <br />fund, Council wanted to eliminate the lease purchase equipment and vehicles in this year's budget <br />by paying for them out of cash. Council also wanted to payoff year two of the previous lease <br />purchase. In order to accomplish this, Gene said there would have to be a line item increase in the <br />general fund for six police package cars, one-halfton pickup truck in Engineering, one pickup truck <br />in Parks, one dump truck in the Street Department, one ambulance in EMS, and an oil storage tank <br />in the Street Department. Gene went on to say there were two options, one being to not adopt the <br />budget and posting a notice of public hearing for a meeting on Monday night. The other option <br />would be to adopt the budget and come back in October to amend the budget to allow for capital <br />purchases. <br /> <br />Both Mayor Freelen and Council Member Strathern expressed they wanted to adopt the <br />budget with all Council Members present. Prior to making changes to the budget in October, <br />Council Member Biard said he would like to have a public hearing. <br /> <br />It was a consensus of the Council to adopt the budget without increases and bring back the <br /> <br />.. 11' <br />
