<br />DRAFT <br /> <br />ORDINANCE NO. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, EXTENDING THE MORATORIUM ON THE ISSUANCE OF <br />PERMITS FOR THE, CONSTRUCTION, RECONSTRUCTION, AND <br />PLACEMENT OF BILLBOARDS, ELECTRONIC SIGNS, AND <br />OFF-PREMISES SIGNS WITHIN THE CITY LIMITS OF THE CITY OF <br />PARIS, TEXAS FOR A PERIOD OF THIRTY (30) DAYS FROM AND <br />AFTER OCTOBER 14, 2007; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />WHEREAS, on May 14, 2007, the City Council of the City of Paris enacted Ordinance <br />No. 2007-010, imposing a one hundred twenty (120) day moratorium on the issuance of permits <br />for the construction, reconstruction, and placement of billboards, electronic signs, and <br />off-premises signs within the city limits of the City of Paris, Texas; and, <br /> <br />WHEREAS, on August 27, 2007, the City Council of the City of Paris enacted <br />Ordinance No. 2007-021 extending the moratorium on the issuance of permits for the <br />construction, reconstruction and placement of billboards, electronic signs and off-premises signs <br />within the city limits of the City of Paris, Texas for thirty (30) days from and after September 14, <br />2007; and, <br /> <br />WHEREAS, several representatives of the electronic and digital sign industry appeared <br />at a meeting of the City Council on October 8, 2007 and expressed some concerns about the <br />City's proposed regulations for electronic and digital signs and requested the Council to study the <br />matter further and to consult the new electronic sign regulations being proposed by the Texas <br />Department of Transportation (TxDOT). <br /> <br />WHEREAS, due to continuing growth and development in the City of Paris, changes in <br />federal and state laws applicable to sign regulations and changes in the advertising and sign <br />industry, the City Council has determined that it is necessary to further review, study, revise and <br />update the City's sign regulations as they apply to billboards, electronic signs and off-premises <br />signs; and <br /> <br />WHEREAS, the City Council hereby finds and determines that it would be in the best <br />interest of the City and its citizens to extend the moratorium on the issuance of sign permits for <br />billboards, electronic signs and off-premises signs for ~ days from and after <br />October 14, 2007 to allow city staff and the City Council additional time to study and consider <br />TxDOT's proposed regulations for electronic/digital signs and to prepare appropriate <br />amendments to the City's sign ordinance. <br /> <br />+ .....'" f Y"""I""'" ".... <br />
