The following includes our project <br />understanding, summaries of initial. and pote~itial additional services, a project schedule <br />and estimated budget. This proposal supersedes our pxevious proposal dated December <br />2002. ~. <br />Project Understanding <br />Our proposal addresses TCEQ {Texas Commission on Environmental Quality) concerns <br />stated in two landfill corrective action directive letters to the City (see Attachment 1 dated <br />January 2l, 199$ and March 2, 2001) regarding the Stillhouse Road landfill. The City <br />was directed by the TCEQ in January 1998 to complete the fallowing investigation <br />activities: <br />• Complete a methane gas survey. <br />• Install proposed assessment piezometers P-13, P-14, and replacement <br />piezameter P-10A. <br />• Collect groundwater samples from all five monitoring wells and 14 <br />piezometers, analyze the samples far volatile organic compounds {Vt3Cs) and <br />ammonia. <br />• Continue leachate pumping from well M'~V-~A. <br />• ~.ventary facility monitoring wells and piezometers, and assess their <br />condition. <br />• Report on the investigation progress. <br />During 1998, EMCON completed the first three items in the above directive list. No <br />significant methane concentrations detected in an EMCON shallow bar hole probe <br />assessment. Based on a driller's report, EMC~N correspondence and groundwater <br />EXHIBIT, <br />
