SPECIAL MEETING OF THE CITY COUNCIL, CITY OF PARIS October 12, 2007 The City Council of the City of Paris met for a special meeting at 5:00 P. M. Friday, October 12,2007, at the City Council Chamber, Conference Room, 107 E. Kaufinan, Paris, Texas. Present: Mayor: Jesse James Free1en Council Members: Will Biard; Mary Ann Fisher; Don Wilson; Kevin Gray; and Bill Strathern, Mayor Pro Tern City Staff: Kevin Carruth, City Manager; Kent McIlyar, City Attorney; and Nicki Brown, Deputy City Clerk Absent: Council Member: Stephen Brown 1. Mayor Freelen called the meeting to order at 5 :00 p.m. 2. Pledge of Allegiance. Council Member Strathern led the pledge. 3. ORDINANCE NO. 2007-040: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, EXTENDING THE MORATORIUM ON THE ISSUANCE OF PERMITS FOR THE CONSTRUCTION, RECONSTRUCTION, AND PLACEMENT OF ELECTRONIC SIGNS OR DIGITAL SIGNS WITHIN THE CITY LIMITS OF THE CITY OF PARIS, TEXAS FOR A PERIOD OF SIXTY (60) DAYS FROM AND AFTER OCTOBER 14,2007; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. A Motion to discuss this item was made by Council Member Wilson and seconded by Council Member Strathern. Motion carried, 6 ayes - 0 nays. Mayor Freelen explained the moratorium was to expire October 14, 2007 and they needed to have something in place to regulate the signs. A letter from Lisa Wright was discussed, wherein she asked that Council extend the moratorium for ninety (90) days. Council Member Wilson expressed concern about extending the moratorium for that length of time. Mayor Freelen suggested they extend the moratorium for sixty (60) days and return it to the Task Force to make recommendations to Council. Mayor Freelen asked that an item be placed on the next Agenda for discussion and action on other types of signs and billboards.
