Wright, Director of Community Development <br />Shawn Napier, City Engineer / Director of Public Works <br /> <br />SUBJECT: Site Plan for Lot 4, Block 8, Spring Lake Addition (230 N. Collegiate Drive) <br />DATE: November 6,2007 <br /> <br />The above-subject site plan was approved by the Planning & Zoning Commission on October <br />1, 2007, and submitted to the City Council for its consideration on October 8, 2007. After a public <br />hearing at which opposition was present, the City Council tabled this item and sent it back to the <br />Planning & Zoning Commission for further review. The main concern of both the adjacent property <br />owners and the City Council was the potential negative impact the increased traffic flow onto 28th <br />Street N.E. would have on the residents living along that street; therefore, the City Council asked the <br />Commission to take a more in depth look at this issue. <br /> <br />On October 22, 2007, we met with the attorney for the Chans and recommended (1) that the <br />building be moved farther back on the lot to provide for more parking in the front, thus eliminating <br />the three rear parking spaces along 28th Street and the parallel parking spaces along the south side <br />of the lot, and (2) that 28th Street access to the lot be removed entirely. These two items result in <br />what appears to be the sticking point for both the adjacent property owners and the City Council, that <br />being access to 28th Street from the parking lot. <br /> <br />On October 23, we received the attached letter from Mrs. Chan requesting that the site plan <br />be approved in the form submitted at the October 1 Planning & Zoning Commission meeting and <br />the October 8 City Council meeting. No changes have been made with regard to rear parking, <br />parallel parking, or access to 28th Street. On November 5, 2007, the Planning and Zoning <br />Commission heard this matter and approved the site plan by a vote of four to three. <br /> <br />Be advised that there are currently no paved parking lots or driveways to other commercial <br />properties along this section ofN. Collegiate Drive; however, two unpaved areas do exist behind <br />Screen Graphics and Texoma Sleep Diagnostics Clinic, using what appears to be the driveway <br />aprons ofthe residences that were once located on the rear of the lots (the Community Development <br />Department will be issuing citations to both property owners for violation of the dust-free parking <br />ordinance). However, only the rear parking lot for the Texoma Sleep Diagnostics Clinic was <br />approved on the original site plan. They will be required to pave it if they choose to continue with <br />its use. The rear parking at Screen Graphics was not included on their site plan; therefore, if they <br />wish to continue the use of this small rear lot, they will be required to seek a site plan amendment <br />prior to paving the lot. If neither lot is paved, then neither can be used for a driveway or for parking. <br /> <br />We have again reviewed the current site plan of the above-subject property and have found <br />that it contains all of the minimum required elements to satisfy the City of Paris site plan <br />requirements; however, the City Council may place additional requirements on the property as it <br />deems necessary. <br /> <br />cc: Kevin Carruth, City Manager <br /> <br />T..T... <br />
