<br />REGULAR MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />November 12, 2007 <br /> <br />The City Council of the City of Paris met for a regular session at 6:00 P. M. Monday, <br />November 12,2007, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br /> <br />Present: <br /> <br />Mayor: <br /> <br />Jesse James Freelen <br /> <br />Council Members: Will Biard; Mary Ann Fisher; Don Wilson; <br />Stephen Brown; Kevin Gray; and Bill <br />Strathern, Mayor Pro Tern <br /> <br />City Staff: Kevin Carruth, City Manager; Kent McIlyar, <br />City Attorney; Janice Ellis, City Clerk; Gene <br />Anderson, Finance Director; Shawn Napier, <br />City Engineer; Lisa Wright, Community <br />Development Director; Karl Louis, Police <br />Chief; and Jon Clack, Director of Utilities <br /> <br />1. Call meeting to order. <br /> <br />Mayor Freelen called the meeting to order at 6:02 p.m. <br /> <br />2. Pledge of Allegiance and invocation. <br /> <br />Mayor Freelen asked for a moment of silence in memory of the U.S. Veterans. Gene <br />Anderson gave the invocation and Council Member Fisher led the pledge. <br /> <br />3. Citizens Forum. <br /> <br />Billy Bell, 2054 Cleveland - opposed the ordinance giving code enforcement the ability to <br />issue citations and opposed the changes in the trash service. <br /> <br />4. CONSENT AGENDA <br /> <br />Mayor Freelen inquired if there were any items that Council Members wanted to pull from <br />the Consent Agenda for discussion. <br /> <br />Council Member Wilson wanted to know if the City went out for bids on item 4D(2) for the <br />expenditure of $72,264.00 with Pumps Unlimited. Kevin Carruth said the City did not, because it <br />was an emergency situation. He also stated the Company had done work in the past for the City. <br /> <br />Council Member Strathern referenced item 4D(l), in that the Community Theater was <br />conducting a play at the same time as Holiday in Paris. He expressed a concern for adequate parking <br /> <br />..-.--- ---'.T y-~-- ...-. <br />
