Council Member Strathem said the plan needed to be that of the employees. Kevin stated the original proposal should be readdressed with a different approach. Council Member Strathem and Kevin Carruth agreed to get together later in the week to go over the prcoess/plan. 3. Clean up the appearance of the city by increased emphasis on code enforcement. Kevin reported the Code Task Force was meeting twice a month and had completed work on residential sanitation, junk vehicles, outside storage and electronic signs. 4. Prior to April 2008, Council to give direction to City Manager in order to target for budget expenditures and tax rate for next fiscal year. Kevin said there was no action, because the budget process had not begun. 5. Develop and implement process to benchmark productivity and efficiency of programs and personnel by June 1,2008. Kevin stated he was receiving monthly reports from the departments. He also stated that revisions will need to be made upon completion of the business plans. Kevin Gray left the meeting at 8:16 p.m. and returned at 8:21 p.m. Council Member Strathem said he thought they inadvertently left off a sixth goal/objective that dealt with citizen relationship process whereby citizens could access a system to make a comment, make a critique, request an action, or ask a question, and get a response within a reasonable period of time. Council Member Strathem asked if item six could be added back to the list. Mayor Freelen said he knows they discussed software. Council Member Wilson inquired about the status of the software. Kevin said there was a fourth system that staffwas going to review. He said staffwas moving forward, but wanted to make sure they thoroughly reviewed all of the systems. Kevin said once staff makes a recommendation to City Council, the implementation will take several months. Council Member Strathem made a Motion to add number 6 to the list of Goals and Objectives, to read as follows: Develop Citizens Relationship Process in order to respond and track requests for services from citizens. Council Member Wilson seconded the Motion. Motion carried, 7 ayes - 0 nays. 14. Discussion of Casa Bonita Apartments and funding options for demolition. Council Member Wilson stated that at the end of the year the City had an excess of surplus and the City had enough money to start addressing the Casa Bonita Apartments. He said he wanted to get something done, because this problem had been ongoing since 1982.
