CITY OF PARIS, TEXAS
CITY COUNCIL AGENDA REQUEST
MEETING DATE: January 28, 2008
~Action ❑ Discussion ❑Information ❑Refer to:
SUBMITTED BY:
Gene Anderson, Finance Director
DESCRIPTION:
The purpose of this ordinance is to reflect the requirements of the Energy Policy
Act of 2005, which prohibits the manufacture of inercury ballasts after January 1,
2008. Importation of inercury ballasts after January 1, 2008, is also prohibited by
statute.
BACKGROUND INFORMATION:
On December 11, 2007, Oncor Electric Delivery Company filed a petition with the
Public Utility Commission to modify its Retail Delivery Service Tariff 6.1.16 dealing
with lighting service. Oncor had previously informed cities of its intent to revise its
street lighting tariff to close its lighting service tariff to the installation of new
mercury vapor ballasts. Oncor will continue to provide service to existing mercury
vapor fixtures installed until the fixtures require replacement. Oncor can replace
mercury vapor bulbs indefinitely because the manufacture of inercury vapor light
bulbs is not affected by the Energy Policy Act. Mercury vapor fixtures that require
replacement will be substituted at no additional cost with high pressure sodium
fixtures. This matter is necessitated bv federal law.
FISCAL AUTHORITY:
Not applicable.
LEGAL REVIEW:
G~~
MANAGER'S RECOMMENDATION:
