funding, with the remaining monies to be transferred to the SRRMA account upon its initiation. <br />Laurie O'Neal of the Governor's Office of Economic Development offered her support of this <br />action and referred the board to Toll Road 49 in Tyler as a good example of a successful RMA <br />project. She also named www.keeptexasmovin com as a good resource for more transportation <br />information. <br />The Board convened into executive session at 3:53 p.m. pursuant to Section 551.087 of <br />the Texas Government Code to discuss and deliberate an offer of a financial or other incentive to <br />a business prospect to locate, stay, or expand in Paris and consider any commercial and financial <br />information related to the business prospect. The Executive Session was closed at 4:55 p.m. No <br />action was taken by the Board as the result of this Session. <br />Following a recess unti15:07 p.m., the Board, in joint session with the City Council, <br />heard a presentation from Tim Keith of Buxton concerning a retail market study for Paris. <br />Buxton's Community ID program offers an in-depth study of the Paris retail area and should <br />reveal how far customers are willing to drive to shop, local customers' shopping patterns, <br />lifestyle habits and media preferences. Timeline for the study is approximately 60 days and will <br />consist of the collection of data from 3 study sites. The outcome of the study will be used to <br />provide a detailed list with recruiting tools for 20 companies. City officials present advised that <br />sales tax revenue comprises approximately 25-30% of the city's budget. Mr. Keith entertained <br />questions from the Board, Council, and public prior to any action being taken by the Board. The <br />Board did approve the Buxton study at a cost of $70,000. Motion made by Dick Severson, <br />seconded by Chad Brown passed unanimously and was ratified by the City Council on a 6 to 1 <br />vote. <br />There being no further business to come before the board, the meeting was adjourned at <br />5:48 p.m. <br />Respectfully submitted, <br />Rachel Schory <br />Administrative Assistant <br />
