Motion was made by Susan Scholz, seconded by Nancy Partridge, to return <br />Paul Denney to the meeting. Motion carried 6-0. <br />4. Discussion of and possible action on recommending additional incentives in <br />the Historic Districts, including reduced permit fees, at-cost water taps, and <br />other expenses. <br />Motion was made by Susan Scholz, seconded by Ann Rogers, to remove the <br />item from the table. Motion carried 7-0. <br />Arvin Starrett stated in the residential districts, there is a nightmare with the <br />infrastructure, specifically sewer lines. Many lines run behind houses and <br />under the neighbor's houses. If individuals have to run new sewer lines, the <br />City fees are in access of $1,000. It would be in the City's best interest to <br />encourage improvements and offer incentives. Mr. Starrett stated examples <br />of incentives could include water and sewer taps at cost and zoning and <br />inspection fees at a 50 percent reduction. The Historic District structures, <br />which are finite in number, need more enticement for people to get involved. <br />Paul Denney stated we should do everything we can to bring people back to <br />the core of the city. Motion was made by Ben Vaughan, seconded by Susan <br />Scholz, to recommend a 50 percent reduction in fees regarding permitting, <br />zoning, and inspections, with an at-cost fee schedule for water and sewer <br />taps. Motion carried 7-0. <br />5. Request items for future agendas. There were none. <br />6.
