Planning and Zoning Commission <br />February 4, 2008 <br />Page 2 <br />Dennis Chalaire, 441 12th Street S.E., representing the Paris <br />Independent School District, stated that the site is the proposed <br />location for the new high school. <br />B. There was no opposition present. <br />C. The public hearing was declared closed. <br />4. Consideration of and action on the petition of Paris lndependent Schoo/ <br />District for a change in zoning from an Agricultural District (A) to a Public <br />Lands and Institution District (PLl) on Lot 1, City Block 351, being number <br />2255 S. Co//egiate Drive. Motion to approve the request was made by Brad <br />Archer, seconded by Fran Neeley. Motion carried 7-0. <br />Motion to return Reeves Hayter to the meeting was made by Brad Archer, <br />seconded by Fran Neeley. Motion carried 7-0. <br />Motion to recuse Curtis Fendley from items 5 and 6 was made by Bill Harris, <br />seconded by Brad Archer. Motion carried 7-0. <br />5• Public Hearing to consider the petition of BETCO Development, lnc, for a <br />change in zoning from a One-Family Dwelling District No. 2(SF-2) to a <br />Multiple-Family Dwelling District (MF-1) on a 12.55 acre tract of land, being a <br />part of the Hiram Williams Survey, and being /ocated at the southeast <br />intersection of 20th Street N.E. and Martin Luther King, Jr. Drive. <br />The public hearing was declared open by Chairman Reeves Hayter. <br />The following individuals spoke in favor of the petition: <br />Eileen Manes, 2201 Northlake Drive, Austin, Texas, on behalf of <br />BETCO Development, stated that they are proposing to construct an <br />80 unit, multi-family, affordable apartment complex with one-, finro-, <br />and three-bedroom units. They have applied to the Texas <br />Department of Housing for tax credits. She stated this is not Section <br />8 because instead of providing a subsidy to the landlord for rent, tax <br />credits will provide the developer with up-front money to help build <br />the complex. The tenants will pay rent that is based upon their <br />income, and then they will be responsibte for paying the entire <br />amount themselves. <br />She stated that they will attempt to leave as much of a landscape <br />buffer as possible befinreen the complex and the surrounding <br />
