and TDSHS fees totaling $25,250.00. It's difficult to say whether bids will come in <br />anywhere near those amounts since these numbers are solely estimates requested in <br />order to aflow staff to determine a better understanding of the potential cost of the <br />project. In June 2007, a memo (attached) was forwarded to Ernie Clark detailing the <br />history of the complex and the results of research to determine costs. <br />Since that time, the City paid Quality Tree Service $16,750.00 to clean the entire <br />property, which included shredding, removing all small trees, cutting all growth away <br />from the buildings, and removing all junk, rubbish, and debris that had been deposited <br />on the property. The Code Enforcement Abatement Crew mows the property several <br />times a year, and each mowing takes approximately two weeks to complete. By <br />having the property cleaned "to the ground," it is our hope that the Abatement Crew <br />mowing time and the damage sustained to the City's equipment will reduce with the <br />elimination of debris dumped on the property. However, I observed in mid-December <br />2007 that the back of the property is again being used as a dump site for old furniture, <br />hot water heaters, etc. <br />CURRENT: At it's December 10, 2007, meeting, the City Council addressed the <br />issue of whether to go forward and seek demolition of the complex and was advised <br />by Keep Paris Beautiful that a project to remove the brick was being undertaken in <br />order to lighten the landfill load; however, that project is no longer underway. At this <br />point, the City Council is being asked to allow staff to develop a request for bids from <br />qualified demolition contractors who can comply with all State requirements for the <br />proper demolition and disposal of structures containing hazardous substances. <br />Bidders will be asked to state what plans they have for the bricks, if any, and the City <br />can award the bid in whatever manner that is advantageous to it. <br />The first step in the process will be to contract with a consultant to have specifications <br />prepared which comply with all State law requirements for the demolition and disposal <br />of environmental hazards. Upon completion of those, bids will be advertised in the <br />local newspaper. Additionally, a list of qualified contractors will be obtained from the <br />State website, and bid packets will be mailed to all companies within a reasonable <br />distance from Paris. When bids have been received, they will be opened, tabulated, <br />and presented to the City Councit in order to determine whether sufficient funds are <br />available for the project. During this entire process, Keep Paris Beautiful is continuing <br />to work on the establishment of neighborhood associations in the area as a step in <br />helping the City to qualify for potential grants that may be used to demolish the <br />complex, such as Weed and Seed. <br />FISCAL AUTHORITY: <br />BUDGETED: NO <br />GRANT: <br />BOND / C O <br />Other: See attached for recommended funding <br />Account <br />Account <br />Account <br />
