1 POLICIES AND PROCEDURES FOR STANDING <br />2 BOARDS, COMMISSIONS, AND COMMITTEES <br />3 <br />4 MEMBERSHIP <br />5 I 1. Except for the Paris Economic Development Corporation and Civil Service <br />6 Commission, each committee shall be composed of seven members appointed to <br />7 serve "at-will" by the City Council. <br />g ~ ?_As provided for in Texas Revised Civil Statutes Article 5190.6, Section 4A(c), the <br />9 Paris Economic Development Corporation (HDC) shall be limited to five <br />10 members. In addition, PEDC shall have two ex-officio members appointed by the <br />i l Council. <br />IZ --_~.As ~~rovided f~or in Chapter 143 of the Texas I oc~il Governmeni Code the C ivil <br />13 Seivice C.onumlssion shall be limited to tlu•ee members. <br />14 Committees shall include one Council Member liaison appointed as ex-officio <br />15 members by a majority vote of the City Council. <br />. <br />16 4.:;.Committees shall include one or more Crty staff liaisons appointed as ex-officio <br />17 members by the City Manager. <br />18 6. The Mayor and City Manager shall serve as ex-officio members to each <br />19 committee. <br />20 liaison members mav artici ate in discLissions of the boai-d <br />21 commission, 01- co111mittee, but sllall not L)artici pate in votin <br />22 <br />23 <br />QUALIFICATIONS <br />24 <br />25 <br />l. <br />Qualifications for appointment and serving on a City committee shall include: <br />a. No delinquent indebtedness to the City. <br />26 <br />27 <br />b. No family relationship within the second degree by affinity (marria e or <br />28 <br />within the third degree by consanguinity (blood) to any member of the city <br />council or to the City Manager. <br />29 <br />30 <br />c. No conflict between the appointee's private interests and duties and their <br />interests and duties as a committee member <br />31 <br />32 <br />. <br />d. Attendance at a minimum of 75 percent of all regular meetings. <br />33 <br />2. <br />Appointees shall take an oath of office prescribed by the City Council prior to <br />taking office. <br />34 ~ <br />3. <br />Any qualifications mandated by s-ta4tk-State law shall also apply <br />35 <br />. <br />36 <br />APPOI <br />NTMENT & TERMS <br />37 <br />38 I <br />1. <br />Appointments shall be made at the first regular City Council meeting in <br />FE,~r•tt~tr-~-AL) r i I. <br />39 <br />40 <br />2. <br />Applications shall be made available to persons interested in serving on a City <br />41 <br />committee. City staff shall post notice and advertise that committee appointments <br />will be made as well as distribute and <br />ll <br />I <br />42 <br />43 <br />co <br />ect applications.
