unlike other cities and shift change times are consistent with other cities as well. <br />Each shift has a low call period (early morning for day shift and late night - or <br />very early morning for the night shift). This low call period is common to all cities <br />and often needed to allow officers to perform necessary administrative tasks, <br />such as vehicle maintenance, jail and equipment cleaning, report writing, and to <br />conduct proactive patrol efforts such as neighborhood and building checks, <br />warrant service, and follow-up investigations. Differences in call load by day of <br />week are not significant enough on either shift to warrant alternative shift staffing <br />arrangements at this time. <br />There is, however, more to law enforcement than simply answering calls. <br />Citizens expect officers to patrol the city to prevent crime and maintain order, to <br />enforce the law when appropriate, to maintain traffic flow, and provide <br />emergency services. Officer initiated calls - calls and incidents which were <br />initiated by an officer's observation of a problem are part of the time committed to <br />preventive or proactive patrol operations.
