In addition, some of the more serious <br />cases were assigned to proactive investigators which makes the average <br />caseload for reactive investigators even lower. This lower caseload does not <br />indicate inefficiency however. This lower caseload allows the investigators to <br />spend more time on investigations, increasing the likelihood of solution and <br />eventual prosecution. The clearance rate - which is the only outcome measure <br />we have at present - indicates the unit is working well and maintaining the <br />average clearance rate for similar size cities. As stated earlier, the department <br />needs to develop specific outcome measures and conduct agency specific <br />workload analysis after the new Records Management software program is <br />operational <br />Proactive Investigations <br />Paris has seven proactive investigators who are assigned follow-up cases <br />from time to time depending on the type of case, workload of the reactive <br />investigators and the relationship of the cases to the current proactive efforts. <br />These proactive investigators include: <br />Narcotics Investigations <br />Felony Crimes Task Force <br />Auto Theft Task Force <br />1 Sergeant <br />2 Police Officers <br />2 Police Officers (Fully Grant Funded) <br />1 Sergeant (Fully Grant Funded) <br />1 Police Officer (Fully Grant Funded) <br />The narcotics investigation function is critical to the department's success <br />in crime reduction. The rural northeast Texas area has an extremely high level of <br />illegal drug manufacturing and usage, especially methamphetamine.
