ORDINANCE NO. 2008 -014 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING SECTIONS 31 -81 AND 31 -82 OF ARTICLE IV, STOPPING, <br />STANDING AND PARKING OF CHAPTER 31 OF THE CODE OF ORDIANNCES <br />OF THE CITY OF PARIS, TEXAS; PROHIBITING THE PARKING OF TRUCK <br />TRACTORS, ROAD TRACTORS, TRAILERS, SEMI - TRAILERS, BUSES <br />MOTOR HOMES, RECREATIONAL VEHICLES OR ANY COMMERCIAL <br />VEHICLES WITH A RATED CAPACITY IN EXCESS OF ONE AND ONE -HALF <br />TONS OR MORE ON ANY PUBLIC STREET, ALLEY, OR RIGHT -OF -WAY <br />WITHIN THE CORPORATE CITY LIMITS OF THE CITY OF PARIS, TEXAS; <br />AND ADDING A NEW SECTION 31 -83.1 ENTITLED PARKING IN RIGHTS - <br />OF -WAY OR ON SIDEWALKS, PROHIBITING THE STOPPING, STANDING OR <br />PARKING OF MOTOR VEHICLES, COMMERCIAL VEHICLES, RECREATIONAL <br />VEHICLES OR TRAILERS ON PUBLIC SIDEWALKS OR OTHER PUBLIC RIGHT - <br />OF -WAY, MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />WHEREAS, the City Council of the City of Paris, Texas created a Code Enforcement <br />Task Force made up of three (3) City Council members and fourteen (14) interested <br />citizens from the City of Paris to review and study various issues affecting the cleanliness <br />and appearance of the City of Paris; and <br />WHEREAS, at regular meetings of the Code Enforcement Task Force on March 18, <br />2008, the Task Force reviewed, discussed, and developed proposed regulations addressing <br />the parking of commercial vehicles and trailers and certain recreational vehicles on City <br />streets in residential zoning districts and has recommended that these amended <br />regulations be adopted by the City Council; and, <br />WHEREAS, the City Council having reviewed the recommendations of the Task <br />Force for amending and adding to Article IV, Chapter 31, of the City Code of Ordinances <br />hereby finds and determines that the changes recommended below are in the best interest <br />of the City of Paris and its citizens and should be adopted. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are hereby in <br />all things approved. <br />Section 2. That Section 31 -81, of Article IV Stopping, Standing and Parking, of <br />Chapter 31 Traffic Code, of the Code of Ordinances of the City of Paris, Texas, be, and the <br />same is hereby amended to read as follows: <br />
