CITY COUNCIL AGENDA ITEM BRIEFING SHEET
Submittal Date: Originating Department: Presented By: Agenda Item No.:
04/27/08 Community Lisa A. Wright, Director and
Council Date; Development Denise Dority, consultant 12.
OS/12/08
RECOMMENDED MOTION:
Motion to approve a resolution authorizing the submission of a HOME program
application to the Texas Department of Housing and Community Affairs for HOME
funds, and authorizing the City Manager to negotiate and execute all necessary
documents.
POLICY ISSUE~S~:
Grant Application ~
BACKGROUND:
The Texas Department of Housing and Community Affairs will have an open cycle this
summer for Owner-Occupied Assistance grants which will be awarded on a first-come,
first-served basis to qualified applicants. This program allows the City to build new
homes for qualified applicants to replace their existing substandard homes. The City of
Paris has participated in this program in the past and has had very successful results. In
fact, we receive calls from the public on a regular basis asking if this program is still
available. Despite an aggressive demolition program, Paris still has a large supply of
substandard homes, and many of those homes are occupied by their owners because they
cannot afford to repair them or move. This program is designed to help those individuals.
BOARD~COMMISSION RECOMMENDATION:
EXHIBITS:
Resolution
ACTION: BUDGET INFO:
❑ Financial Report ❑ Minute Order Expense $93,750.00
❑ Department Report ~ Resolution Budgeted Amt. $0.00
❑ Presentation ❑ Ordinance y'I'D Actual $0.00
❑ Public Hearing ❑ Other Acct.
