OS/12/08 RECOMMEND~D MOTION: Motion to approve an ordinance amending the Future Land Use Plan Map and the Future Land Use Plan Map Legend Explanations of the Comprehensive Plan. POLICY ISSUE~S~: Ordinance; Planning and Zoning BACKGROUND: The City Council adopted the current Comprehensive Plan on September 6, 2001 (Ordinance No. 2001-054). The purpose of the Plan is to provide guidance to the City with regard to future land use, transportation, and public facilities. Since its adoption, circumstances have changed significantly in some areas of Paris making the current Plan outdated. Over the past several months, the Planning and Zoning Commission has undertaken a thorough review of the Future Land Use Plan Map in order to recommend revisions that would (1) reflect actual land use changes in various areas over the past few years and (2) provide better guidance for future land use that logically fits with those land use trends. It has additionally developed more comprehensive definitions for the land uses themselves. At its meeting on March 3, 2008, the Planning and Zoning Commission formally approved proposed changes to the Future Land Use Plan Map and the Future Land Use Plan Map Legend Explanations. In accordance with Chapter 213 of the Local Government Code, the City is required to hold a public hearing prior to adopting amendments to the Plan. The Planning and Zoning Commission conducted a public hearing on April 7, 2008, at which is made additional changes to the map. It held a second public heard on May 5, 2008, and thereafter recommended adoption of the revisions.
