Council Date: 5/27/08 RECOMMENDED MOTION: Motion to approve a resolution authorizing a grant application to the Automobile Burglary and Theft Prevenrion Authority for continuation of the Northeast Texas Auto Theft Task Force and authorizing the City Manager, Police Chief, and Director of Finance to negoriate and execute all necessary documents. POLICY ISSUE(S): Required by grant applicarion. BACKGROUND: The City of Paris began the Northeast Texas Theft Task Force, with the assistance of ATPA, in September 1994. The Task Force assists agencies in Lamar, Red River, Fannin, Delta, Franklin, Hopkins, Titus, Grayson, Hunt, and Bowie Counties and Southeastern Oklahoma. We cover approximately 8,000 square miles with a popularion of about 500,000. The main goal each year is to reduce the auto theft rate in our area and to educate law enforcement personnel and the public in northeast Texas. We accomplish these goals by inspecting salvage yards, automobile dealers, and repair shops to deter commercial theft and by working hand in hand with the Texas Department of Public Safety MVTS and all agencies in our area. Our two investigators use 100% of their time to combat auto theft and other related crimes, and we work closely with the Tax Assessors in all cooperating counties to help prevent auto theft, tide fraud, and other document fraud. The Task Force gathers intelligence about theft rings by holding intelligence meetings with local agencies. The Task Force sergeant will meet at least monthly with the Chief of Police and the County Attorney to evaluate the program.
