AUTOMOBILE BURGLARY & THEFT PREVENTION AUTHORITY <br />PROGRAM NARRATIVE <br />1. Problem Statement and Historical lnformation (See /nstructions on page 17) <br />The Northeast Texas Auto Theft Task Force has been fortunate to be a part of the Texas Auto Burglary Theft Prevention Authority <br />since 1994. Until ABTPA funded the N.E. Texas ATTF, the Texas Department of Public Safety Motor Vehicle Theft Service had two <br />Sergeants assigned to our area. There were no other full time auto theft investigators. We were originally funded to cover the <br />8,000 square mile area with a population of over 500,000 peopie, and the population continues to increase. The counties of Delta, <br />Fannin, Grayson, and Hopkins are seeing an annual population increase by people moving from the Dallas-Ft. Worth Metroplex. <br />The Fannin County Tax Assessor stated she saw a 1% increase in 2007. it is estimated that the number of vehicles registered in <br />our coverage area may be close to 750,000. <br />The NE Texas ATTF has always consisted of two officers, a sergeant and an investigator. Each use 100% of their time <br />investigating auto crimes. In 2006, there were 474 auto burglaries in Delta, Fannin, Franklin, Hopkins, Lamar, Red River, and <br />Titus. In 2007, these counties had 382, which is a 20% reduction. The auto thefts for the same counties increased from 209 to 234. <br />This is an 11% increase. Bowie, Camp, Grayson, and Morris had an estimated total of 467 motor vehicle thefts for 2006 (UCR for <br />2007 not available) and 955 burglaries of vehicles. We work closely with DPS and all other agencies within our area. Our officers <br />work with agencies from Arkansas, Oklahoma, Dallas-Ft. Worth, and other State and federal agencies. We will coordinate efforts <br />with these agencies to determine the reason for the increase in our theft rate. <br />We assisted DPS in a training class at the Texarkana Police Academy. The NE Texas ATTF will continue to provide training for all <br />agencies in this area. DPS is planning a training class in the Grayson County area. <br />COVERAGE AREA: Delta, Fannin, Franklin, Hopkins, Lamar, Red River, Titus <br />ASSISTANCE TO COUNTIES: Bowie, Camp, Grayson, Hunt, and Morris <br />There were 701 thefts in these twelve counties for 2007. This is an estimated totai since UCR for 2007 is not available at this time. <br />There are still only five full-time vehicle theft investigators in the twelve county area, which includes three DPS Sergeants and the <br />two NE Texas ATTF investigators. <br />We will continue to assist DPS with training classes for 2008-2009. We need their manpower and resources to accomplish this. <br />Historical Information <br />The Northeast Texas Auto Theft Task force has two officers from the Paris Police Department assigned to the grant program. The <br />Sergeant and Investigator spend 100% of their time investigating auto thefts and other auto related crimes.
