A Motion to allow <br />temporary signs up for 21 consecutive days was made by Pete Kampfer and seconded by Marilyn <br />Bellevance. Motion carried unanimously. <br />Council Member Strathern left the meeting at 5:47 p.m. <br />Chairman Wilson asked for opinions regarding the amount of the permit fee. Suggestions <br />for the permit fee ranged from $5.00 to $25.00 per application. A Motion to charge $15.00 for the <br />permit fee was made by Don Taylor. The Motion died for lack of a second. A Motion to charge <br />$25.00 for the permit fee was made by Don Taylor and seconded by Pete Kampfer. Motion carried <br />unanimously. <br />Lisa Wright referenced the changes pertaining to torpedo signs in Section 28-10.1(d)(1), (2) <br />and (3) on page 12 and explained the changes as set out in Exhibit "A" attached hereto. A Motion <br />to approve the changes was made by Pete Kampfer and seconded by Marilyn Bellevance. Motion <br />carried, 10 ayes - 1 nay, with Bee Garmon casting the dissenting vote. <br />Next, the Committee discussed Section 28-10.3. A Motion to approve Section 28-10.3 was <br />made by Pete Kampfer and seconded by Zachary Saffle. Motion carried unanimously. <br />After review of Section 28.11 Billboards, the Committee asked staff to reword (b)(3) for <br />clarification purposes. Subject to the rewording of (b)(3), a Motion to approve the changes was <br />made by Don Taylor and seconded by Bee Garmon. Motion camed unanimously. <br />Bee Garmon expressed concern about the wording in Section 28-21(a)(1). Staff was asked <br />to reword this sub-section for clarification purposes to update the date on which the signs become <br />non-conforming. <br />Chairman Wilson moved to Section 28-42, Permit to alter, repair, enlarge, etc. Committee <br />Members discussed the number of days that should be allowed for completion after issuance of a <br />certificate of occupancy or the issuance of a sign permit. A Motion to approve 180 days was made <br />by Bee Garmon and seconded by Don Taylor. Motion carried unanimously. <br />' The Task Force completed the Billboard and Off-Premise and Temporary Sign Ordinance. <br />Chairman Wilson inquired of the Members if they wished to adjourn or continue working through <br />the Agenda. Lisa Wright said she thought they could complete item 9 in a relatively short period of <br />time and asked if the Task Force would review this since they only requested to see revised wording <br />of a couple of sections before it was sent to the City Council. It was a consensus to review item 9. <br />6. Adjourn City Council meeting. <br />There being no further business of the City Council, a Motion to adjourn was made by <br />Council Member Biard and seconded by Council Member Brown.
