Wright, Director <br />9. <br />06/23/08 <br />RECOMMENDED MOTION: <br />Move to approve a resolution authorizing an application for a Certified Local <br />Government Grant for restoration of the front fagade of the Grand Theater and <br />authorizing the City Manager to negotiate and execute all necessary documents. <br />POLICY ISSUE(S): <br />Required by grant <br />BACRGROUND: <br />In 2002, the City of Paris was designated as a Certified Local Government (CLG) by the <br />Texas Historical Commission. As such, the City is eligible for CLG grants for projects <br />which are tied to the statewide comprehensive preservation planning process. The City <br />has received a CLG grant every year since 2004 for projects which include updating its <br />historic resource survey and developing design standards for the historic districts. <br />The Downtown Merchants Association has been actively seeking to raise funds to restore <br />the exterior of the Grand Theatre in order to improve the appearance of the gateway to <br />the downtown from the east. As part of this process, on January 28, 2008, the Historic <br />Preservation Commission recommended and, on April 28, 2008, the City Council <br />approved, a contract with Main Street Architects to perform a study on the exterior of the <br />building to ensure that the front fagade is stable enough to withstand any renovations, that <br />the work performed is historically accurate, and that none of the work performed will <br />have to be undone later when a complete restoration of the building occurs. This study is <br />underway and will be completed prior to any possible grant award and will serve as the <br />blueprint for the restoration. <br />The proposed resolution will approve a grant application in the amount of $30,000.00, <br />with $15,000.00 to be provided by State funds and $15,000.00 to be provided by the City <br />of Paris in the form of cash. The Downtown Merchants Association has already raised <br />$8,000.00 towards this project and expects to raise the remainder through donations and <br />fundraisers. <br />BOARD/COMMISSION RECOMMENDATION: <br />EXHIBITS: <br />Resolution; grant application. <br />City of Paris 000030 Revised 2/04/08 <br />~ <br />
