This project proposed herein is the first of three planned phases in the restoration of this <br />building. By restoring the facade, other funding agencies for future phases as well as the <br />citizens of Paris and potential corporate partners will see firsthand the City's commitment <br />to restoring this valuable historic resource to its former glory. The second phase of the <br />project will consist of seeking a Brownfield Mitigation grant to remove environmental <br />hazards from the building, including asbestos, lead, and mold; and the third phase will <br />consist of seeking foundation, state, or federal grants for the restoration of the interior <br />of the building. <br />The proposed future uses of the building include a movie theater to show old films, a <br />playhouse for use by Paris Junior College, the local school districts, and the Paris <br />Community Theater, and a community forum for fund-raising events, concerts, and political <br />events. Additionally, restored historic theaters are popular tourist draws wherever they exist, <br />and the additional revenue generate by tourism dollars can be placed back into use for <br />additional restoration projects in the Downtown area. <br />SCOPE OF WORK AND ANTICIPATED TIMELINE: <br />Grand Theater Facade Restoration Studv <br />The City of Paris has already contracted with Main Street Architects to perform a study to <br />ensure that the front facade of the building is stable enough to withstand any renovations, <br />that the work performed is historically accurate, and that none of the work performed will <br />have to be undone later when a complete restoration of the building occurs. Main Street <br />Architects is scheduled to begin performing this study in the next two weeks, and the study <br />should be completed within four to six weeks thereafter. The study will provide the City <br />with a plan for the facade restoration as well as a cost estimate for any work that will be <br />required as part of the restoration. All work related to this study will be complete prior to <br />the date of award of a CLG grant and is not a part of the funding request. <br />Grand Theater Facade Restoration <br />Upon award of the grant, the City will use the study performed by Main Street Architects <br />to solicit bids for the restoration project. Because the study will be completed prior to the <br />scheduled date of awards, the City will be in a position to immediately begm seeking <br />proposals from qualified firms. Activities will include restoration of the facade surface, <br />neon theater sign, marquee, canopy, ticket booth, entry doors, and lighting. All work <br />proposed hereunder will be completed within eighteen months of the date of award of the <br />grant, or by May 2010, whichever is sooner. <br />METHODOLOGY: <br />We have already contracted with Main Street Architects, a qualified consulting firm, to <br />perform a study to ensure that the front facade of the building is stable enough to withstand <br />any renovations, that the work performed is historically accurate, and that none of the work <br />performed will have to be undone later when a complete restoration of the building occurs. <br />This study is being funded through the City's current budget. The study will provide the <br />City with a plan for the facade restoration as well as a cost estimate for any work that will <br />be required as part of the restoration.
