Such contracts benefit the City by avoiding duplication of services, providing <br />services for which the City has limited or no expertise, providing specialized services in a <br />more efficient manner and at a lower cost than the City can provide them, allowing the City <br />to avoid substa.ntial training costs in order to provide these services, and allowing City <br />employees to focus on other issues directly related to their core function. These <br />organizations are generally acknowledged in the community and recognized as an esta.blished <br />source of these services. They have well established procedures and processes for <br />performuig their specialized service having been in operation for some years. See the <br />accompanying table showing the current year funding for each agency and the requests for <br />FY 2008-2009.
