Regular City Council Meeting <br />July 14, 2008 <br />Page 3 <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />Subject to the following corrections being made to the June 23, 2008 meeting: page 1- Pastor <br />Frazier should be Minister Frazier and page 2 should reflect Mayor Pro Tem McCarthy instead of <br />Mayor Freelen, Council Member Biard made a Motion to approve the Consent Agenda and Council <br />Member McCarthy seconded the Motion. The Council voted seven (7) for and none (0) opposed to <br />approve and adopt the Consent Agenda Items 5, 6a, 6b, 6c, 7 and 8. <br />Regular Agenda <br />9. Deliberate on Objectives and Goals. <br />After deliberating on the obj ectives and goals, Council made amendments as set out in Exhibit <br />"A" attached and incorporated herein. <br />10. A RESOLUTION OF THE CITY COLJNCIL OF THE CITY OF PARIS, TEXAS, <br />APPOINTING DOUG HARRIS AS DIRECTOR OF UTILITIES FOR THE CITY OF <br />PARIS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />AND PROVIDING AN EFFECTIVE DATE. <br />Council Member Strathern stated he wanted more information on the diving accident prior <br />consideration of this item. Council Member Biard said it was his understanding this job had not been <br />posted and all other jobs were posted upon being available. Kevin Carruth explained he did not feel <br />it was right to post a job when you knew you were going to hire a specific applicant. He further <br />explained that Mr. Harris had been serving as Interim Director of Utilities since November 21, 2007, <br />that he had a double "A" licenses, a level "C" lab operator's license, and that he possessed the skills <br />and qualifications for this job. Council Member Brown agreed with Kevin Carruth. Mayor Freelen <br />also agreed and encouxaged promotion within the organization. <br />A Motion to table this item pending receipt of a report from the City Manager on the cause <br />of the accident was made by Council Member Strathern and seconded by Council Member Pickle. <br />Motion carried, 4 ayes - 3 nays, with Mayor Freelen, Council Member McCarthy and Council <br />Member Brown casting the dissenting votes. <br />Council Member Biard made a motion to combine items 11 and 12 to be considered at the <br />same time and seconded by Council Member Kear. Motion carried, 7 ayes - 0 nays. <br />11. RESOLUTION NO. 2008-051: A RESOLUTION OF THE CIT'Y COUNCIL OF THE CIT'Y <br />OF PARIS, TEXAS, ORDERING A CITY-WIDE SPECIAL ELECTION TO BE HELD IN <br />THE CITY OF PARIS ON THE FIRST TUESDAY iN NOVEMBER 2008, THE SAME <br />BEING THE 4T" DAY OF NOVEMBER 2008, BY THE QUALIFIED VOTERS OF THE <br />CITY OF PARIS, TEXAS WITH EARLY VOTING FOR THE SAME BEING <br />.~ObUU6 <br />
