<br />By purchasing these new SCBA, the City of Paris Fire Department could do a wholesale change-over to a <br />newer and better designed SCBA. This would work to better ensure that our firefighters are provided the <br />safest and highest quality equipment as is possible. The protection of our firefighters and our constituents are <br />of the utmost importance. We are simply a small city. Funding for this project is very difficult because of the <br />enormity of the overall cost. <br /> <br />Besides the benefits as listed above, our plans are to donate our "old" SCBA's to the local volunteer <br />departments for distribution. Though they are woefully behind in technology, they are better than nothing and <br />that is what most of the volunteer departments around our area have - nothing. The Texas Forestry Service <br />has a program whereby cities can donate their equipment to them for tax credit and the equipment is in turn <br />inspected and donated to volunteer departments. We are currently investigation this possibility. <br /> <br />NARRATIVE 4 ''Why this project cannot be funded solely through local funding." <br /> <br />The City of Paris has long provided for the fire department in tax based funding. However, with the continued <br />needs of all the departments within the city and especially in lieu of the fact that the city has currently <br />obligated itself for the funding and construction of a new Police station facility, the probability of the city being <br />able to meet all the needs without increasing the tax rate to even a greater degree is almost nonexistent. The <br />city is struggling to keep its tax rate at a level that would not overburden its citizens. The city has actually lost <br />some of its tax base with the closing of (3) of its major indistries here within the last few years and the <br />continued threat of plant closure of one of its largest contributors. Simply put, we see this grant as being <br />possibly the only way of accomplishing this much needed change. <br /> <br />NARRATIVE 5 "Additionallmformation" <br /> <br />Having researched the possibility of up-grading/changing SCBA's and having communicated to several <br />persons employed by the various vendors, we have determined that the project could be completed in its <br />entirety with a grant of $168,000.00. The City of Paris has obligated itself to the completion of this project, as <br />much as is possible. by allocating an additional $5,000.00. This will bring the cities share to $21,800.00 <br />towards the purchase price of the new SCBA's. With this sum being targeted and used strictly for the <br />purchase of new SCBA's, the total federal share for the project would be $146,200.00, Instead of <br />$151,200.00. <br /> <br />If you received a grant award in the 2001 process, does N <br />your current request relate to your 2001 award? <br /> <br />Application number is 04942 <br /> <br />Assurances Non-Construction Programs <br /> <br />Note: Certain of these assurances may not be applicable to your project or program. If you have questions, <br />please contact the awarding agency. Further, certain Federal awarding agencies may require applicants to <br />certify to additional assurances. If such is the case, you will be notified. <br /> <br />As the duly authorized representative of the applicant I certify that the applicant: <br /> <br />1. Has the legal authority to apply for Federal assistance, and the institutional, managerial <br />and financial capability (including funds sufficient to pay the non-Federal share of project <br />costs) to ensure proper planning, management and completion of the project described in <br />this application. <br /> <br />2. Will give the awarding agency, the Comptroller General of the United States, and if <br />appropriate, the State, through any authorized representative, access to and the right to <br />examine all records, books, papers, or documents related to the award; and will establish <br />a proper accounting system in accordance with generally accepted accounting standards <br />or agency directives. <br /> <br />3. Will establish safeguards to prohibit employees from using their positions for a purpose <br />that constitute or presents the appearance of personal gain. <br /> <br />4. Will initiate and complete the work within the applicable time frame after receipt of <br />approval of the awarding agency. <br />
