RESOLUTION NO.2002-010 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING THE EXECUTION OF AN APPLICATION FORA TEXAS DEPARTMENT OF PUBLIC SAFETY GRANT FOR FUNDS PURSUANT TO SB 1074 - VIDEO CAMERA AND RECORDING EQUIPMENT; AUTHORIZING THE EXPENDITURE OF FUNDS; ACCEPTING SAID GRANT AWARD UPON NOTICE THEREOF; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, pursuant to Article 2.137 of the Code of Criminal Procedure, the Texas Department of Public Safety is accepting applications from law enforcement agencies requesting funding for SB 1074 - Video Camera and Recording Equipment; and, WHEREAS, the City of Paris Police Department did adopt and implement a racial profiling policy effective prior to January 1, 2002; and, WHEREAS, the City Council of the City of Paris is desirous of processing a grant application for video camera and recording equipment, with any appropriate matching funds or in-kind services to be provided by the City of Paris; and, WHEREAS, the City Council desires to authorize the Mayor, City Manager, and appropriate City staff to accept and implement said grant (if same is received) without further action of City Council; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That an application be made to the Texas Department of Public Safety for a SB 1074 video camera and recording equipment grant to purchase additional video camera and recording equipment, with the City of Paris providing necessary matching funds and/or in-kind servIces. Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, the application for grant under the terms and conditions and in the form shown in Exhibit A, attached hereto.
