<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
<br />PARIS, TEXAS, REPEALING RESOLUTIONS NOS. 2001-184 AND 2002-
<br />003; AUTHORIZING THE EXECUTION OF A NEW PURCHASE ORDER
<br />FOR ONE (1) AMBULANCE THROUGH THE HOUSTON-GALVESTON
<br />AREA COUNCIL OF GOVERNMENTS; PROVIDING FOR FUNDING IN
<br />LIEU OF TRADE-IN; MAKING OTHER FINDINGS AND PROVISIONS
<br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
<br />
<br />WHEREAS, the City Council of the City of Paris, Paris, Texas, did heretofore, on the
<br />12th day of November, 2001, in Resolution No. 2001-184, authorize and direct the City Manager
<br />to execute a purchase order for one (1) 2002 Ford F350 Type 1 Ambulance for a net purchase
<br />price of $72,220.95, which represents a base price for the ambulance of $86,300.00, plus a
<br />Houston-Galveston Area Council of Governments administrative fee of $1,423.95, less
<br />$15,503.00, which is the value of the City's trade-in, surplus obsolete vehicle, designated Medic
<br />4; and,
<br />
<br />WHEREAS, the City Council, by adoption of Resolution No. 2002-026 on February 11,
<br />2002, has determined a public purpose in transferring ownership of Medic 4 to the Lamar County
<br />Chapter of the American Red Cross and has authorized said transfer of ownership, and as a
<br />consequence, the trade-in value of the transferred vehicle will not be available to the City as part
<br />of the payment for the new ambulance; and,
<br />
<br />WHEREAS, as part of the process of declaring the Medic 4 ambulance as surplus and
<br />transferring same to the Lamar County Chapter of the American Red Cross, and recognizing the
<br />trade-in value of the surplus vehicle to be $15,503.00, the City Council accepted an offer of
<br />donation of $5,000.00 from the Lamar County Chapter of the American Red Cross, leaving
<br />$10,503.00 remaining of the value of the trade-in; and,
<br />
<br />WHEREAS, the City Council, cognizant of the request for the City to donate said
<br />ambulance to the Red Cross, adopted Resolution No. 2002-002 on January 14, 2002, thereby
<br />authorizing the remaining cost of the trade-in value, that is, $10,503.00, to be paid pursuant to
<br />the County's current contract with the City of Paris for emergency ambulance service, whereby
<br />Lamar County defrays forty percent (40 %) and the City of Paris defrays sixty percent (60 %) of
<br />the unreimbursed expense of operating the emergency ambulance service; and,
<br />
<br />WHEREAS, Lamar County has now offered a donation of $7,751.50, or fifty percent
<br />(50%) of the value of the trade-in, in lieu of the prior arrangement involving a contribution by the
<br />Red Cross; and,
<br />
<br />WHEREAS, the City Council is pleased and prepared to provide the remaining fifty
<br />percent (50%) of the value of the trade-in, or $7,751.50 from City Council funds, to enable
<br />transfer of said surplus ambulance to the Red Cross; and,
