adjacent to a residentially zoned district or a property used for residential <br />purposes, no parking may be provided beyond the front setback line of the <br />adjacent property. For parking that is located behind the front setback line, <br />a masonry wall, solid ornamental fence, or natural opaque screen of not less <br />than six (6) feet in height shall be erected and maintained so as to screen the <br />parking use from adjacent residential districts and residential uses. <br />(b) Lighting. All parking areas in a nonresidential district which are used <br />after dark shall be illuminated beginning one-half hour after sunset, <br />continuing throughout the hours of use. If only a portion of the parking <br />area is offered for use after dark and is clearly marked, then only that part is <br />required to be illuminated in accordance with these standards. Lighting shall <br />meet the following minimum standards. <br />(1) Intensity: An average of at least one (1) foot candle, initial <br />measurement, and at least one-half foot candle on a maintained <br />basis on the parking lot surface. A minimum at any point of at <br />least 0.3 foot candle initial, and at least 0.2 foot candle <br />maintained one-third of the average, whichever is greater. <br />(2) Fixtures: Light sources shall be indirect, diffused, or shielded <br />type fixtures installed to deflect the light from adjoining <br />properties in residential districts and from boundary streets. <br />Bare bulbs above fifteen (15) watts are prohibited. Fixtures <br />shall be mounted to buildings or on poles. Strings of lights are <br />prohibited. <br />Sec.10-105. Off-site parking. <br />Required off-street parking spaces shall be on the same lot as the principal <br />use, provided that all or a portion of the required parking spaces may be <br />located on a separate lot from the lot on which the principal use is located, <br />based on the following provisions: <br />(1) Contiguous. The off-site parking shall be located on a lot that is <br />immediately adjacent to and contiguous with the lot containing <br />the principal use. <br />(2) Ownership. If a proposed off-site parking area is not under the <br />same ownership as the principal use to which it is accessory, all <br />necessary legal instruments shall be executed to ensure that the <br />required number of spaces shall remain available throughout the <br />life of the principal use. <br />(3) Zoning.
