CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originating Department: <br />Presented By: <br />Agenda Item No.: <br />08/07/2008 <br />Council Date: <br />MIS <br />Kent Klinkerman <br />24 <br />08/ 11 /2008 <br />RECOMMENDED MOTION: <br />Not an action item. <br />POLICY ISSUE(S): <br />Project update <br />BACKGROUND: <br />In early 2007 Council approved the expenditure of funds to implement a Computer Aided <br />Dispatch (CAD) for emergency services and a records management system (RMS) for the <br />Police Department. Additional components included an RMS (Firehouse) for the Fire <br />Department, a mobile data system (MDS) for emergency services, and an automatic vehicle <br />location (AVL) feature. Of these CAD, RMS, and Firehouse are operational. <br />MDS was to be a City owned, proprietary 900 MHz system utilizing GE access points (AP) <br />and mobile data radios. APs were to be located so as to provide coverage for almost all of <br />the City of Paris. Additionally, the grid would be ava.ilable to be utilized by other <br />departments projects such as the supervisory control and data acquisition (SCADA) system <br />for the Water Production Deparnnent, lift sta.tion monitoring and automatic or wireless read <br />meters (AMR). <br />Data radios were to be located in emergency vehicles to connect them to the CAD servers <br />and feed their GPS coordinates to the CAD system. All AP and data radios were installed in <br />the fall of 2007. Since that time every effort to make the GE mobile system work has failed. <br />Multiple Network, RF and design engineers from GE, Comtex, Twin Eagles and other firms <br />have been involved in multiple attempts to configure, refine, troubleshoot, engineer a <br />solution to the inability of the Mobile Data system to work the way it was promised. The <br />CAD team has spent hundreds of hours facilitating these efforts by the various companies. <br />GE cannot make it work. Therefore, we have exercised our option in the contract to ask for <br />a refund. <br />Data radios were to be located in emergency vehicles to connect them to the CAD servers <br />and feed their GPS coordinates to the CAD system.
