Regular City Council Meeting <br />August 11, 2008 <br />Page 6 <br />A Motion to table this item was made by Council Member Pickle and seconded by Council <br />Member Kear. Motion carried, 7 ayes - 0 nays. <br />24. Hear and deliberate on presentation by staff on the CAD Project. <br />Russell Thrasher said that Council approved expenditure of funds in early 2007, to implement <br />a Computer Aided Dispatch (CAD) for emergency services and a records management system (RMS) <br />for the Police Department. He also said additional components were added to serve other <br />departments. <br />Mr. Thrasher said data radios were installed in emergency vehicles to connect them to the <br />CAD servers and feed their GPS coordinates to the CAD system, but that every effort to make the GE <br />mobile system work had failed. Mr. Thrasher further said that he had pulled the plug on Comtex and <br />GE MDS, and invoked the failsafe clause that was included in the contract. He stated that the total <br />amount of the project was $161,718.00, that Comtex had been paid $121,288.50, that the City had <br />withheld the remaining payment of $40,000.00, and that in addition $80,000.00 would be refunded <br />to the City for the failed radio station. Mr. Thrasher told City Council that they had been testing <br />a Sierra wireless card and it was working well, and that the total funds for migration to wireless cards <br />would not exceed the budgeted amount. <br />Mayor Freelen suggested Council take a recess. A Motion to recess was made by Council <br />Member McCarthy and seconded by Council Member Kear. Council recessed at 5:52 p.m. <br />A Motion to reconvene was made by Council Member McCarthy and seconded by Council <br />Member Strathern. Mayor Freelen reconvened Council in open session at 6:07 p.m. and moved to <br />item 2. <br />2. Invocation. <br />Pastor Mike Shields from First Assembly of God Church gave the invocation. <br />Pledge of Allegiance. <br />Council Member Biard led the pledge. <br />4. Citizens Forum. <br />Sherry White, 1900 Cobb Ranch Road - spoke in support of the disannexation, on behalf of <br />citizens in the Cobb Ranch Addition. <br />Betty Ann Entzminger, 4103 Primrose - asked Council to look into the drainage problem on <br />Primrose, which worsened with the construction of Petco. She asked her neighbors to stand in <br />- QO(100% <br />
