MINUTES <br />REGUUR MEETING <br />CITY C?F PARIS HISTORIC PRESERVATION COMMISSION <br />WEDNESDAY, MAY 14, 2008 <br />12:00 0'CLOCK P.M. <br />The Historic Preservation Commission meeting was called to order by Arvin Starrett, <br />Chairman. <br />A. The following members were present: <br />Arvin Starrett, Chairman <br />Pike Burkhart, Vice Chairman (arrived 12:03) <br />Susan Scholz, Secretary <br />Sharron Nabors <br />Ben Vaughan, Alternate <br />Jerry Raper, Alternate <br />Paul Denney <br />Nancy Partridge <br />The following members were absent: <br />Ann Rogers <br />B. Also present was Lisa A. Wright, Historic Preservation Officer. <br />2. Approval of minutes from previous meetings. Motion was made by Jerry Raper, <br />seconded by Susan Scholz, to approve the minutes of April 9, 2008. Motion carried <br />7-0. <br />3. Consideration of and action on the following Certificate of Appropriateness: <br />A. 9 East Plaza - Artesia Enterprises, /nc. - Chuck Brazile, 3240 Cleveland, <br />stated he wanted to remove the front fagade of Famous and restore to it's <br />original state. He will bring back plans for restoration once everything is <br />removed. Motion was made and seconded to approve the removal of the <br />front facade. Motion carried 8-0. <br />4. Presentation by Lamar County Appraisal District regarding methods used to <br />determine the valuation of buildings in the Downtown and Church Street Historic <br />Districts. Phyllis Bryan of the Lamar County Appraisal District explained that we <br />could the income approach to determine valuation; however, she is not comfortable <br />with that because it's too difficult to get people to tell you what their business <br />income in. There is also the cost approach using the Marshall & Swift valuation <br />guide, which provides a formula. This approach came up with outrageous values, <br />and it uses an old schedule that takes off adjustments she couldn't explain. They <br />would have to ask owners the cost of renovations and they make adjustments. <br />Instead, the formula LCAD uses is square feet multiplied against 86 percent (local <br />- OOOolg <br />
