IDS application to ensure that all tenants receive an equal opportunity <br />to obtain a permit for an IDS since the number of times an IDS can be <br />displayed is limited. An IDS shall be permitted in addition to the <br />allowable signage. <br />(2) An IDS shall not be located in required parking places or in driveways <br />that provide access to parking spaces or fire lanes, nor shall any IDS or <br />its securing devices encroach into a right -of -way. IDSs are only <br />permitted within a nonresidential zoning district. <br />(3) An IDS shall be secured directly to, and not suspended or floating <br />from, the ground. An IDS shall not be placed on a roof, canopy, parking <br />garage, or awning, or suspended or floating from any building or <br />garage without a variance. The maximum height of an IDS shall not <br />exceed 30 feet. One banner may be applied to an IDS. A banner <br />applied to an IDS shall not count toward the allotted number of <br />banners during a calendar year. The maximum area of a banner <br />applied to an IDS shall not exceed 48 square feet. An IDS shall not be <br />installed within 200 feet from another IDS measured in a straight line <br />in any direction. Cloud buster balloons, blimps, wind devices or any <br />similar type of apparatuses are not an IDS. <br />(4) Inflatable device signs in place and maintained in accordance with the <br />requirements of this ordinance prior to the effective date of this <br />section shall be treated as non - conforming signs and shall become <br />subject to this section only upon their removal. <br />Sec. 28 -10.2. A -frame signs. <br />(a) A -frame signs are permitted in the Downtown Historic District and within <br />nonresidential areas, planned developments, or in neighborhood service zoning. <br />A -frame signs must be located a minimum of three feet from any curb of any <br />adjacent street, must be placed on a sidewalk or adjacent to a sidewalk, must <br />provide an unobstructed pedestrian clearance of at least four feet in width, shall <br />not be placed in any manner to interfere with vehicular traffic or cause a hazard, <br />shall not be placed in any median, and shall not be placed within a utility or right - <br />of -way easement. <br />(b) The maximum area of an A -frame sign is 12 square feet per side or twenty - <br />four (24) square feet total. The maximum height of an A -frame sign shall be four <br />feet and the maximum width is three feet. An A -frame sign shall not be closer than <br />20 feet to another A -frame sign. A maximum of one A -frame sign may be placed <br />per business or tenant on the property where the A -frame sign is located. <br />(c) Double -sided portable signs shall comply with the same regulations as A- <br />frame signs. <br />Page 15 of 36 <br />
