(4) Parking study. A parking study required by this section shall <br />be reviewed by the City along with any traffic engineering and <br />planning data that are appropriate to the establishment of a <br />parking requirement for the use proposed. A parking study, <br />when required by this section, shall include, but not be limited <br />to, estimates of parking requirements based on <br />recommendations in studies such as those from the Urban Land <br />Institute, the Institute of Traffic Engineers, or the Traffic <br />Institute, and based on data collected from uses or combinations <br />of uses that are the same or comparable to the proposed use. <br />Comparability shall be determined by density, scale, bulk, area, <br />type of activity, and location. The analysis must include a <br />shared parking analysis based on the mixture of uses and <br />corresponding peak demand. Specifically, the parking required <br />for restaurants should be included in the study and be <br />determined by the number, location, and type of restaurants <br />proposed. The study shall document the source of data used to <br />develop recommendations. <br />(5) Location. All required parking shall be located and arranged <br />on the site to insure optimal access and use. <br />(6) Fractions. When measurements determining the number of <br />required parking and loading spaces result in fractions, any <br />fraction less than one -half shall be disregarded and any fraction <br />of one -half or more shall be rounded upward to the next highest <br />full number. <br />(7) Seating capacity. Where parking ratios are specified in terms <br />of the number of seats, this shall be interpreted to mean <br />maximum seating capacity as determined using the standards of <br />the City's current adopted building code. <br />(8) Floor area. Floor area of structures devoted to off - street <br />parking of vehicles shall be excluded in computing the off - street <br />parking and loading requirements of any use. <br />Sec. 10 -103. Off - street parking and loading space requirements. <br />(a)In all districts except the CA district as provided herein, there shall be <br />provided, at the time any building or structure is erected or structurally <br />altered, off - street parking and loading spaces in accordance with the <br />following requirements: <br />Page 4 of 17 <br />
