Special Council Meeting September 15, 2008 Page 2 City Manager Kevin Carruth addressed the changes made in the amended proposed budget. (See Exhibit "A" attached hereto). Council Member Biard said he wanted Casa Bonita reflected as a budgeted item, because they had set aside money for the project. He also said that he wanted the money that was not spent and budgeted for demolition and water/sewer reallocated. Council discussed capital expenditures, lease payments, information technology costs, and meter replacements. Council Members Brown and Pickle noted that the city attorney did not have a car allowance and should have one. Council Member Biard said when car allowances were previously discussed, they were considered to be compensation. It was a consensus of Council to re- evaluate cax allowances. Council also discussed the general fund balance of $254,000.00 and the options of dividing the balance among hourly employees or dividing it between all of the employees in the form of a bonus in lieu of a cost of living raise. Gene Anderson reminded Council that taxes, social security and retirement benefits would have to be deducted from the bonus. Council Members Kear and McCarthy said they would prefer that all employees get a bonus. It was a consensus of the Council to have Kevin Carruth make the decision as how to distribute the funds. Council Member Biard said he would like to review the figures for the options and that he wanted the $254,000.00 set aside in a line item in the budget. Council Member Brown made a Motion to approve the budget. Prior to adopting the budget, Council Member Biard said he wanted to review the ordinance. Council Member Brown withdrew his Motion. 6. Public Hearing on the proposed Budget for fiscal year 2008-2009 for the City of Paris, which hearing shall begin at 6:00 p.m. Mayor Freelen opened the public hearing. With no one speaking, Mayor Freelen closed the public hearing. Mayor Freelen announced that the City Could would be voting on the tax rate at their meeting on September 29, 2008. 7. Deliberate and act on an ordinance adopting an amended Budget for the fiscal year beginning October 1, 2008, and ending September 30, 2009, in accordance with the Charter of the City of Paris. Mayor Freelen said this item would be considered at their September 19`'' meeting. 8. Deliberate on possible future items. Council Member Kear asked that Council receive a report on actuals for 2007-2008 budget year. Council Member Kear also requested items on development of inetrics and a car allowance study. * 000006
