SPECIAL MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />September 19, 2008 <br />The City Council of the City of Paris met for a special session at 5:00 P. M. Monday, <br />September 19, 2008, at the City Council Chamber, 107 E. Kaufman Street, Paris, Texas. <br />Present: Mayor : Jesse James Freelen <br />Council Members: Joe McCarthy; Kevin Kear; Stephen Brown; <br />Will Biard; Edwin Pickle; and Bill Strathern <br />City Staf£ Kent McIlyar, City Attorney; Janice Ellis, City <br />Clerk; Gene Anderson, Finance Director; Lisa <br />Wright, Community Development Director; <br />Karl Louis, Chief of Police; Kent Klinkerman, <br />EMS Director; Ronnie Grooms, Fire Chief; <br />Doug Harris, Director of Utilities; Anthony <br />Bethel, Director of Health Department; Shawn <br />Napier, Director of Engineering; Tom Hunt, <br />Municipal Judge; and Priscilla McAnally, <br />Library Director <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Freelen called the meeting to order at 5:00 p.m. <br />2. Invocation. <br />Gene Anderson gave the invocation. <br />3. Pledge of Allegiance. <br />Council Member Brown led the pledge. <br />Regular Agenda <br />4. Second public hearing on the City's proposal to increase tax revenues from the preceding tax <br />year and to set the tax rate for 2008. <br />Bruce Carr, 845-42nd S.E. - asked Council to consider four things: 1)continuing development <br />of bench mark for city departments, 2) determine if the budget was a good budget, 3) hire a safety <br />director and purchasing agent, and 4) accountability/performance reviews for every employee. <br />- U000I1 <br />
