Regular City Council Meeting <br />September 22, 2008 <br />Page 2 <br />Enid Shanahan, 424 S.W. 7" - she asked City Council to include in their budget money for <br />sidewalk repairs on 7t' S. W. Street. She said the George Wright Community had 140 apartments and <br />was in a high traffic area. <br />Ray Banks, 3450 Robin Road - he said he opposed any tax dollars being spent on public <br />education on the tax freeze. <br />Pete Kampfer, Chamber of Commerce President - he reiterated Patsy Davis. <br />Consent Agenda <br />Mayor Freelen stated they covered the consent agenda items in the work session and inquired <br />if anyone desired to have additional discussion. No additional discussion was requested. Council <br />Member McCarthy made a Motion to approve the Consent Agenda and Council Member Kear <br />seconded the Motion. The Council voted seven (7) for and none (0) opposed to approve and adopt <br />Consent Agenda Items 5, 6 and 7. <br />5. Deliberate and act on the approval of minutes from the meetings on September 8, 2008 and <br />September 9, 2008. <br />6. Receive and deliberate on reports and/or minutes from the following boards, commissions, <br />and committees: <br />7. Deliberate on Casa Bonita update. <br />Regular Agenda <br />8. Presentation and public hearing on Safe Routes to Schools Master Plan. <br />Friends of the Trail members Earl Erickson and Jill Drake, along with Mike Donovan of <br />Hayter Engineer gave a presentation on the safe routes to schools master plan. Council was informed <br />that a$10,000.00 grant was awarded to the school district in the fall of 2007, and was used for <br />development of a master plan for Texas Safe Routes to School Program. Further, Council was <br />informed that creation of the master plan made the community eligible to apply for a$750,000.00 <br />non-matching grant to construct infrastructure such as sidewalks, cross walks, signs and bike lanes. <br />9. Report from City Clerk on a disannexation petition received September 15, 2008. <br />City Clerk Janice Ellis told the Council that a petition by property owners for disannexation <br />of 675.13 acres of land, also known as Cobb Ranch Addition was received on September 15, 2008, <br />She cited that the petitioners alleged that the City was unable to provide adequate services to the area. <br />Due to initial disqualification of three signatures a supplemented signature page to the petition was <br />0 oooolZ <br />
