First Reading: AN ORDINANCE OF THE CITY COLJNCIL OF THE CITY OF PARIS, <br />TEXAS, PURSUANT TO CHAPTER 7 OF THE CITY CHARTER AND SECTION 43.142 <br />OF THE TEXAS LOCAL GOVERNMENT CODE, DISANNEXING 675.13 ACRES OF <br />LAND FORMING A PORTION OF THE CURRENT SOUTHERN OUTER BOUNDARIES <br />OF THE CITY LIMITS OF THE CITY OF PARIS, LOCATED ON STATE HIGHWAY 271 <br />SOUTH, BEGINNING THREE-QUARTERS (3/4) MILE SOUTHEAST OF LOOP 286 SE <br />ALONG THE NORTH RIGHT-OF-WAY LINE OF HWY 271 SOUTH TO A POINT <br />SOUTHEAST OF THE MEADOWBROOK CEMETERY, IN RESPONSE TO A PETITION <br />FOR SUCH DISANNEXATION FILED BY 17 DULY QUALIFIED PROPERTY OWNERS <br />1NVOLVING 25 TRACTS OF LAND; MAKING A FINDING WITH REGARD TO THE <br />VALUE OF CITY SERVICES PROVIDED TO THE AREA COMPARED TO PROPERTY <br />TAXES PAID BY THE AFORESAID DISANNEXED LANDOWNERS; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />Kent McIlyar explained that the petition filed by the Cobb Ranch Addition to disannex was <br />reviewed by the City Clerk and found to be in order. He also said the City Finance Director had <br />determined that the services provided over the time period had either met or exceeded the taxes paid <br />by the residents of the area. <br />Kent McIlyar gave the first reading of the ordinance. City Council scheduled the item for a <br />second and final reading on Monday, September 29, 2008. <br />11. Convene in Executive Session on the following matters: <br />a. Pursuant to Section 551.071 of the Texas Government Code, Consultation with <br />Attorney, to receive legal advice of legal counsel pursuant to the duty of an attorney <br />to his client under the Texas Disciplinary Rules of Professional Conduct of the State <br />Bar of Texas, and litigation exception under the Texas Open Meetings Act to receive <br />Attorney advice regarding collection of delinquent taxes. <br />b. Pursuant to Section 551.087 ofthe Texas Government Code, to discuss and deliberate <br />an offer of financial or other incentive to a business prospect to locate, stay, or expand <br />in Paris and consider any commercial and financial information to the business <br />prospect. <br />c. Pursuant to Section 551.074 of the Texas Government Code, to deliberate on the <br />appointment of a replacement for council member seat district seven. <br />, 000015 <br />
