SPECIAL MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />September 10, 2008 <br />The City Council of the City of Paris met for a special session at 5:00 P. M. Wednesday, <br />September 10, 2008, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Jesse James Freelen <br />Council Members: Will Biard; Stephen Brown; Edwin Pickle; <br />Bill Strathern; Kevin Kear; Joe McCarthy, <br />Mayor Pro Tem; <br />City Staff Kevin Carruth, City Manager; Kent McIlyar, <br />City Attorney; Nicki Brown, Deputy City <br />Clerk; Shawn Napier, City Engineer; Doug <br />Harris, Director of Utilities; Kent <br />Klinkerman, EMS Director; Priscilla <br />McAnally, Library Director; Karl Louis, <br />Police Chief; Ronnie Grooms, Fire Chief; and <br />Lisa Wright, Community Development <br />Director <br />Onening Agenda <br />Mayor Freelen called the meeting to order at 5:05 p.m and moved to the regular agenda. <br />2. Invocation. <br />3. Pledge of Allegiance <br />Regular Agenda <br />4. Deliberate on Fiscal Year 2008-2009 budget <br />Mayor Freelen asked for clarification on increasing the budget due to chemical cost for the <br />water and sewer plant. Mr. Carruth reminded Council that there would be a lag because bids were <br />not opened until last month and the current budget did not contain that anticipated increase. Mayor <br />Freelen asked when the increase takes effect. Mr. Carruth answered October 1 S`. Council Member <br />Brown asked if Mayor Freelen was asking if the General budget should not reflect any chemicals. <br />Council Member Kear said that was not his understanding of increasing the water and sewer rate. <br />His understanding on the increase was to help make up for the short falls from last year in the water <br />- 000002 <br />
